The High Plains Library District offers reciprocal borrowing privileges to non-district residents who are Colorado Libraries Collaborate! (CLC) program participants.

A CLC borrower is defined as anyone residing in the state of Colorado paying local taxes or fees for library service. This can be either publicly or through higher education.

Residents who do not pay local taxes or fees are not eligible.

 

However, due to the heavy demand on our services from users outside of the High Plains Library District, we have implemented limits on CLC borrowers.

 

Restrictions include:

  • CLC borrowers may not remotely access High Plains Library District subscription database resources (primarily due to licensing agreements with the database providers). All borrowers may use the District’s database resources from any of the District’s physical locations.
  • CLC borrowers may not access downloadable materials.
  • CLC borrowers may not request items via Interlibrary Loan (ILL).
  • CLC borrowers are limited to 10 check-out items at a time.
